David Garcia has been a labor attorney with the Goyette, Ruano & Thompson team since 2011 and has been working in Public Safety and Public Sector Employee representation since 1999.

Responsible for the firm’s Modesto office, David Garcia represents law enforcement, firefighters and State public sector employees in all labor matters that arise in the course of their employment. He has successfully assisted clients in proceedings related to their applications for Industrial Disability Retirement through CalPERS and County Employee Retirement Law of 1937 (CERL). He also represents paramedics, EMTs, registered nurses and licensed vocational nurses in matters related to license revocation proceedings.

After the loss of a family member (Police Officer) in the line of duty in 2005, David has focused his efforts on the effective representation of peace officers throughout the State. The experience galvanized his efforts to ensure prompt and thorough representation of peace officers in all facets of their careers and labor needs, and he now has more than twenty years of experience representing clients in matters ranging from grievances to disciplinary arbitration.

David has obtained favorable outcomes for clients who were served with a Notice of Adverse Action (NOAA), Notice of Non-Punitive Termination and Notice of Dismissal. He is familiar with the rules and procedures of the State Personnel Board and CalHR and can guide clients through their proceedings. His experience includes litigating Accusations (Board of Registered Nursing) and representing Paramedics or Emergency Medical Technicians (EMSA/LEMSA) through license revocation hearings before the Office of Administrative Hearings. His experience in formulating a strategy and litigation plan can ease the stress for clients who are dealing with the often one sided and unfair investigations that have led them to these proceedings.

David’s clients include employees of the California Department of Corrections, State of California Employees, teachers, and administrators (Certificated), school employees (Classified), Nurses, LVNs, and all public safety employees.
