It’s no exaggeration when people say that correctional officers walk the toughest beat in the state. Every day, these officers go to work inside some of the most dangerous facilities in California, surrounded by violent criminals. But what happens when the system meant to protect them fails?

On January 20, 2024, correctional officer Katie Jackson experienced an unspeakable nightmare. Due to multiple security failures, a dangerous inmate, Emmy Ransom, gained access to Facility C’s control booth at Sierra Conservation Center. For four agonizing hours, Katie was held hostage at gunpoint, strangled, and repeatedly raped—all while her fellow officers had no idea what was happening.

But this wasn’t just a tragic incident; it was the result of a broken system. The administration at Sierra Conservation Center never informed staff that Ransom, a convicted serial murderer, had been transferred there. Officers, including Katie, were not warned about his violent history. They weren’t trained on how to handle an inmate of his level of threat. The failures didn’t stop with her attack—they started long before it even happened.

This is not an isolated event. At Sierra Conservation Center alone, staff assaults are skyrocketing. Throughout California’s correctional system, inmate homicides hit an all-time high in 2024, with 64 to 65 recorded murders. The so-called “California Model” has failed correctional officers and staff at every level. It’s a model built on cost-cutting measures, where safety is sacrificed in the name of saving money. When institutions prioritize budgets over people, the result is preventable violence, suffering, and loss.

We are bringing this case forward to expose the systemic failures of the California Department of Corrections and Rehabilitation. This is about more than Katie—it’s about every correctional officer who has been assaulted, every staff member who has been put in harm’s way because of reckless policies, and every victim whose voice has been ignored.

The message is clear: We see the incompetence. We see the failures. We see the disregard for human lives. And we refuse to stay silent. This cannot be swept under the rug. There must be accountability. There must be change.
